Council meeting on October 17, 2018
Barbara Saxton, Friends of River Oaks Preserve, stated the group is now comprised of 12 members. Volunteers from FGCU and the ROTC will be helping clear some of the invasive on the property and the group is planning a music festival in November. The Preserve is about 10 acres located at the eastern end of E. Broadway.
Resolution No. 2018-18 – authorizing the purchase of 62.05 acres adjacent to the Estero River
Council moved to continue Resolution No. 2018-18 to October 24 to allow Council and the public to review the newest version of the purchase and sale agreement.
The 62 acres of land has a $26,000,000 budget in 2018-2019, to include the $24,562,500 purchase price and an additional $1,437,500 in closing, debt issuance and design/development alternatives costs. It is anticipated the closing will take place in early January 2019.
Council approved the second reading of Ordinances 2018-12 – 19 repealing inapplicable Lee County-only regulations as they have no application in Estero.
Land Development Code
Representatives of Clarion and Johnson Engineering gave an overview of the Land Development Code Assessment.
The consultants are reorganizing the Code to be a true Estero Code, transitioning from the Lee County Code. They’ve established 4 major themes: 1) creating a user-friendly Code, 2) implementing the Comprehensive Plan, 3) restructuring, modernizing and tailoring the zone districts to implement the plan and 4) modernizing site development standards and ensuring consistency with the plan.
Estero Parkway Access Management Plan
The Estero Parkway consultant gave a presentation on their access management plan.
The consultant is recommending several modifications including extending turn lanes, adding turn lanes and closing a full median opening for safety purposes.

Pregnancy Resource Center
The applicant is requesting to rezone
5.2 acres from AG-2 to Community Facilities Planned Development at 21560 River Ranch Road which is adjacent to River of Life Church.
This proposed rezoning request would allow the existing residence to be used as a Pregnancy Resource Center. The applicant is part of a network of non-profit pregnancy clinics and education centers operating in Lee and Collier County for the past 20 years. They provide medically based pregnancy confirmation and education for men and women facing unplanned pregnancy or sexual health crises.
Public Comment: 19 residents spoke with close to half of them speaking against the project due to their concerns regarding traffic, safety and flooding issues.
Park Place of Estero
Park Place of Estero is requesting to amend the recently approved Zoning Master Concept Plan to reduce the single-family lots on their property from 16 50-foot lots to 14 60-foot lots for a wider product. No other changes are proposed.
No voting occurs during public information meetings.
