Clean Machine Car Wash

presented their plans to build a car wash at the intersection of US 41 and Vintage Parkway. They are proposing a 3,610 square foot drive-thru, one-story 45-foot tall building on a one-acre lot. Proposed hours of operation will be from 7 a.m. – 8 p.m.

The property is approximately 200 feet north of Aldi Grocery Store and opposite of Breckenridge Drive. (Presentation)

The Board recommended the applicant study the Estero design standards to reconsider the design of this building before coming back before the Board.

Public Comment: 13 residents spoke and one letter was mailed in regarding concerns pertaining to school bus safety, lack of sidewalks and crosswalks, traffic, noise, air and light pollution.

Planning & Zoning Board Public Hearing on August 18, 2020.

Local Roots LLC

A representative for Local Roots LLC requested a temporary use permit for a seasonal farmers market to be held weekly at Coconut Point Mall. They plan to sell farm produce and goods on Thursdays from 9 am to 1pm, from October 1, 2020 to May 27, 2021. Local Roots has operated at this site for the past four years. There are approximately 50 vendors that will be operating sales from tented stands. They plan to follow the CDC guidelines for social distancing and cleaning.

The Board approved this request including the variance to extend the market an extra month of operation in May.

Firestone Tire Center

The applicant was requesting an amendment to the Estero Town Center (Lowe’s Plaza) Commercial Planned Development to allow for Auto Repair and Service Group I as a stand-alone use. This would allow them to construct a Firestone Tire Center on a portion of 3-acre Tract A within the Estero Town Center. The 6,400 square-foot building would be set back 25-feet from Corkscrew Road and oriented to the east, with Corkscrew Road to the north. The side of the building would front on Corkscrew Road, as would a portion of the parking lot.

Staff had recommended denial of this application as it is not consistent with the traditional mixed-use land category and does not conform with the Corkscrew Road overlay.

The Board voted to recommend Council deny this request.

Estero Country Club at The Vines

Estero Country Club at The Vines was requesting review of their clubhouse expansion, the addition of an outdoor seating area, two bocce ball courts and two pickleball courts.

There was much discussion about the pickleball courts with recommendations for buffering the sound from the adjoining neighbors by landscaping, fencing and the use of paddles that create less noise.

Longitude 81 Apartments

Longitude 81 Apartments wants to change the exterior building color from the approved yellow tones to a color scheme of predominately grey.

The Board suggested that the darker gray would look better on the lower portion of the building and suggested that the tile roofs be sealed once they’ve been cleaned to protect them from mold.

These apartments are located at 11221 Everblades Parkway, west of Ben Hill Griffin Parkway and north of the Miromar Outlets Mall.

Public Comment: 7 eComment cards from residents were read into the record.

Estero Crossing

Estero Crossing was requesting review of the development’s frontage road, landscaping within the roadway and associated infrastructure as well as their commercial phase which includes two retail buildings, parking and buffers.

The applicant reviewed the architectural components of the commercial buildings on the north side of the reverse frontage road facing Corkscrew Road, as well as their proposed signage. The reverse frontage road will be two lanes adjacent to the pocket park and commercial buildings and will connect to a traffic light in the adjacent property (Lowe’s Plaza).

Recommendations included making sure the pedestrian areas in the pocket park include shade trees, etc.

Estero Crossing is located at 10500 Corkscrew Road, a 43-acre site located on the south side of Corkscrew Road, 1,000 feet west of the intersection of Corkscrew Road and I-75.
