FGCU partnership – Estero River monitoring 

Dr. GregTolley, Professor of Marine Science and Executive Director of Florida Gulf Coast University’s (FGCU) Water School, gave a short introduction to the work to be conducted at the new school.  He stated there will be 31 professors looking at sea level rise, climate change, hurricanes, sea grasses and much more. The new school’s building is to be completed in 2021.

Public Works Director David Willems described a proposed contract with FGCU to provide water quality monitoring and bacteria/nutrient source identification services on the Estero River.

Sampling of the river will start near Country Creek and go downstream to Estero Bay.  Council approved the $48,193 contract for work that is expected to start in August and run for a period of 15 months. This allows sampling in both the wet and dry seasons. 

Coconut Road Crosswalks and Drainage Improvements

Council voted to approve a contract with Kisinger Campo & Associates, Corp. to provide engineering services for the design and permitting services work required for Coconut Road crosswalks and drainage improvements west of US 41 for a cost of $66,515.

Project Management and Engineering Support Services

Council approved a contract with CW3 Engineering, Inc. to provide a consultant to fill the role of Public Works Project Manager.  The contract amount is not to exceed $75,000 per year.  

Workshop – Proposed Budget for Fiscal Year 2019-2020

Presentation of proposed budget for Fiscal Year 2019-2020. Two public hearings will be held on September 4, at 5:30 P.M. and September 18, at 5:30 P.M. to include votes by Council to approve the millage rate and proposed budget for Fiscal Year 2019-2020.

Public Comment on non-agenda items

Five residents spoke in favor of purchasing and protecting the River Oaks Preserve, a 10-acre property located at 9541 East Broadway Avenue.

Beverly MacNellis asked that Council support the purchase of a platinum sponsorship for the party honoring Don Eslick on November 16, 2019. 

Action Items

Millage Rate – Resolution No. 2019-10 Council voted to adopt this resolution   determining the proposed millage rate for fiscal year 2019-2020.  The proposed millage rate is 0.7750 mills, ($0.7750 per $1,000 of assessed property value) which is equal to the current year’s rate.

Sovereignty Submerged Lands Lease – Resolution No. 2019-11This item addresses the dock located on the north side of the Estero River on the Estero on the River property, which is leased to the Estero Outfitters.Council voted to adopt this resolution that addresses the submerged land leased from the State of Florida’s Department of Environmental Protection. The change in ownership of the property to the Village requires a modification to the Sovereignty Submerged Lands Lease with a one-time transfer fee of $657, an annual lease fee of $531 and a lease processing fee of $657 every five years. 

Estero River Sedimentation Analysis – RFQ 2019-01 Council approved a contract with Coastal Engineering Consultants, Inc. to perform a sedimentation analysis of the Estero River for $94,180.  The contractor will travel the river by boat from Estero Bay up to Sandy Lane to see where problems exist, then provide a design and permitting for corrective action.  

Public Hearing

Capital Improvement Program – Resolution No. 2019-09 Council voted to adopt this resolution providing a Capital Improvement Program (CIP) budget at $26,038,890 and approving funding for the fiscal year 2019-20 capital projects. The budget for the CIP projects include: Roadway $9,105,350, Intersection $13,729,630, Bicycle and Pedestrian $330,000, Landscaping and Beautification $1,590,160 Parks and Recreation $1,283,750. 

Corkscrew Crossing – Ordinance No. 2019-25 first reading Corkscrew Crossing is a proposed community of 590 single and two-family homes and townhouses located on the south side of Corkscrew Road, east of I-75 between Wildcat Run and the Preserve at Corkscrew.

Council voted to pass the first reading of this ordinance approving with conditions a Zoning Amendment with deviations to permit this residential community.

Village of Estero Design and Review Board Meeting on July 16, 2019

Public Hearing

Tony Sacco’s Coal Oven Pizza  located at Coconut Point Mall

Representatives of Tony Sacco’s were requesting to change their alcoholic beverage license to allow for the sale of liquor in addition to beer and wine.——- The Board voted to approve changing the alcoholic beverage license from 2COP to 4COP SFS with conditions.

Burger King Fast Food Restaurant

Representatives for Burger King were requesting zoning amendments to allow for changes to the building set back and deviations specific to parking and stacking for a fast food restaurant of less than 5000 square feet, as well as a deviation for no sidewalk on the south side of the property. This restaurant will be located at 21301 Town Commons Drive, east of Three Oaks Parkway in the Estero Town Commons Development (Lowe’s Plaza) next to Ruby Tuesday.   ——-  The Board voted to recommend Council approve this application with staff’s conditions, which included incorporation of a sidewalk.

Estero Firestone

The Board conducted a public information meeting for Estero Firestone to be located in the Estero Town Commons (Lowe’s Plaza) at the corner of Three Oaks Parkway and Corkscrew Road. They are requesting a zoning amendment to accommodate their proposal to construct a 6,500-foot building to provide auto repair and service.  The building will have 8 service bays, a customer service area and showroom.  They will provide general car maintenance and tire sales

No voting occurs during public information meetings.

The next Planning & Zoning Board meeting will be held at 5:30 p.m., Tuesday, August 20, 2019.
